That's the point..Isko Moreno did it very efficiently and they were able to survived in Manila even at the height of pandemic. I can say that popularity and leading in the survey is not the keypoint to win the presidential race. having a clear plan and visions to lead the country is the most important keypoint that the people must have to look upon.
